Passport quick reference for U.S. cruisers

What U.S. citizens need for closed-loop cruises, and when only a passport will do.

The short answer

On a closed-loop cruise (one that starts and ends at the same U.S. port and stays in the Western Hemisphere), U.S. citizens can re-enter the U.S. with a government-issued photo ID plus proof of citizenship, such as a birth certificate, a Consular Report of Birth Abroad or a Certificate of Naturalization. U.S. Customs and Border Protection (CBP) recommends an original or certified copy of the birth certificate.

CBP also warns that you may still need a passport to enter the countries your ship visits, so check your cruise line's document rules for your sailing.

Why we still recommend a passport book

If you miss the ship or have an emergency and need to fly home from a foreign port, you need a passport book: CBP's list of documents for international air travel doesn't include birth certificates or passport cards. A U.S. passport card works for re-entering by land or sea, but not by air.

Kids

U.S. citizen children under 16 arriving by land or sea from Canada, Mexico or the Caribbean may present just a birth certificate (original or copy) or other proof of citizenship. Cruise lines may have their own rules for minors, so check yours.
