The State Department rates Israel Level 3 (Reconsider travel), and the big excursions are long drives: a ship's tour keeps you on the ship's schedule if plans change at short notice.
Where ships dock
- Haifa Cruise Terminal on the western port waterfront (a new two-berth terminal is due around 2027)
Getting to town
The German Colony is about 800 m (10 to 12 minutes) from the terminal exit, and the lower Bahá'í Gardens entrance about 1.2 to 1.5 km (15 to 20 minutes). Haifa Center–HaShmona train station is close to the port.
Ship's tour recommended, especially for Jerusalem, Nazareth or the Galilee. Trains from Haifa Center–HaShmona run along the coast to Akko and Tel Aviv. Taxi queues can be long on busy days.
Fares are as reported by the sources below and change often. Treat them as estimates.
Money & entry
Currency: Israeli new shekel (ILS). Cards are widely accepted; small notes help for taxis and markets.
Entry: U.S. citizens need an approved ETA-IL electronic travel authorization before arriving, including by sea. It costs NIS 25 on the official Population and Immigration Authority site (israel-entry.piba.gov.il); beware look-alike sites. Check your cruise line's instructions (PIBA, checked Oct 2026).

Safety & tips
- U.S. State Department warning: Israel is rated Level 3, Reconsider travel, due to terrorism and unrest (advisory reissued Aug 26, 2026). It says do not travel (Level 4) to areas north of Route 85 to Route 90 (south) to Route 87, within 11.3 km of Gaza, or within 2.4 km of the Egypt border. Haifa is outside those zones, but parts of the Upper Galilee and Golan are inside: check any tour route. Read the advisory before you go ashore.
- Learn where the nearest shelter is, and follow Home Front Command instructions if sirens sound.
- Dress modestly for religious sites.
- Shabbat (Friday evening to Saturday evening) limits trains and buses.
